What exactly does "way to go" mean? Is it said to encourage somebody to do something or to continue doing what they have started, or is used as an approval of what they have done?

Its meaning depend on context. We still have a way to go means that we are not at our destination (literal or figurative) yet, so we still have further to travel/more work to do. Way to go as an exclamation of approval of someone's efforts is very informal (possibly American Eng) and is, I assume, a contraction of the phrase 'that is the way to go'. In other words what you have done is just the right thing to do and is achieving the desired results, so well done - you have gone the right way.

Great question. In American English “Way to go!” can be used both ways, but I would say it is more typically a form of congratulations. “I got that job I applied for!” “Way to go!” (Congratulations!) Crowds lining the street during a marathon often cheer the runners on with “Way to go!” (Great job so far! Keep up the good work!)
