I chose the answer based on the context of the sentence. In this sentence, "company" is a singular noun, even though it may consist of many people. Therefore, the singular verb "has" is used. If the context was referring to individual members of the company making decisions, then "have" would be appropriate, but in the case of the company as a collective entity, "has" is the correct choice.
