Its so rare to find someone want to learn complicated Chinese.
Im Taiwanese, but its hard to talk if you didn't have any foundation.
What features (lesson plans, dictionary, SRS, etc.) are you looking for in the app? If you're a complete beginner there are apps like Hello Chinese and Chinese Skill which are popular. They will teach you pronunciation with pinyin as well. Make sure you get corrected by a native speaker though :)
If you just want a dictionary, I like Pleco.
If you just want to see stroke order, you can buy a Pleco add-on. I just use MDBG.net or Wikipedia for the stroke order. Most good apps have the option to switch to traditional characters, but default to simplified. I've only seen a couple of apps that are strictly simplified, but they typically state they have plans to support traditional in the future.
simple answer:
simplified Chinese and traditional Chinese are the same except some written way of some characters are simplified.
you could learn any of them and after that, it will not take much time to remember the difference between those(not too many) characters.
