I think what they stress is different. 記憶 is used to stress/emphasize that you still remember something, that you haven't forgotten about it. 昨日の夜は飲み過ぎて、どうやって家に辿り着いたか全く記憶がない。 I drank too much last night and I don't remember how I got home at all. (I'm sorry that I couldn't think of a better sentence!) 思い出 refers to more of the content of the memory (either good or bad). 高校での一番の思い出は、修学旅行です。 My best memory of high school is the school trip.

記憶　is all informations in your brain. 思い出　is your own experiences in the past. 思い出 is included in 記憶.

思い出には何かしら感情的な意味合いが付随します。例えば、「家族と旅行に行った」楽しい思い出、「失恋した」苦い思い出、などなど。。。。。その時の「記憶」を思い出した時に感情（うれしい、悲しい、楽しい、さみしい。。。。）が同時に湧き上がってくるようなものを「思い出」と言います。「記憶」はあくまで「記憶」。 脳に記録されているだけのことです。
