Actually, "are we agreed" is not a correct sentence. It should read " Are we in agreement". Add me as a friend if you need help :)

Yes, it usually means that.
Mr X: "I think going to London tomorrow would be the best idea. Agreed?"
Mr Y: "Agreed."
