"I'm at the bar" points to one specific bar, while "I'm in a bar" refers to any bar.

We don't say: "I'm in a bar." That is not correct. If you want to tell someone you're out drinking, you say: "I'm at the bar." I'm in a bar = giving directions to somebody who is trying to find you.
