It means "right away", "immediately" "by any means necessary", "at all costs". Example taken from "Dictionary of Spoken Russian" (Dover Publications): "Захотелось ему апельсинового сока -- вынь да положь! А откуда я возьму?" = "He'd like some orange juice right away, but where can I get it?" "Вынь" is the imperative form of the verb вынуть (to take out); положь is an alternative imperative form of the verb положить (to put). So in a literal sense, it's like saying, "Take it out and and put it here." But RIGHT NOW!

It means that something must be here and right now. It is used very seldom. You can meat it in the book, but in the ordinary life I practically don't hear this expression.

It means that someone complains in an angry way that another person demands to do something regardless of circumstances. For example, it may be parent that refuses children to bye something and speak:"Говорю же: денег нет, а тебе вынь да положь".

полож ~ положи сюда срочно так говорят, когда вам сказали что-то предоставить срочно, а вы не можете или у вас мало времени, но от вас опять требуют. пример: "мой начальник требует доклад, я не успеваю, времени мало, а ему "вынь да полож!" = "мой начальник требует доклад, я не успеваю, времени мало, а его не интересует как я это сделаю!"

When you tell someone "Вынь и положь", it sounds like an order, you order smb to do smth in no time or give smth immediately. When you say, that somebody told you to do smth in no time or give smth immediately, you can also use "Вынь и положь".In that case it means you are annoyed with the person because it's very hard or even impossible for you to carry out the order because of lack of money, time and other reasons.
