"Does it mean 'I feel sparkly'?" Yes, it does. Perhaps you meant, "What does 'I feel sparkly' mean?" (Question pattern: "What does ___ mean?") Look up the verb "to sparkle", and you'll get an idea of the image. Generally it's a positive, energetic and light feeling. This seems to be a new phrase turning up online.

I've never heard this expression, but you can work out what it means. If something is 'sparkly' it means that it 'sparkles'. Diamonds sparkle with lots of bright twinkling lights. The bubbles in champagne sparkle. So if that's what you feel like, then I guess you can say that you feel sparkly.

I have never heard this expression, but I agree with Alan. It most likely means something of feeling happy, light, and care free.

Thanks again for this, Alan. I think I'm going to give up....I keep finding out how little I know! Most of the expressions that come up here seem to be a) American and b) youth-speak. And as a middle-aged Brit, I realise I'm completely out of touch. Ah well, at least I'm learning something!

"I feel sparkly" is a new-ish expression that is usually said by girls or women to mean "I feel especially happy or thrilled." The phrase has distinct feminine overtones. It can be used by males, but there is some connotation of homosexuality if a male says it, but not necessarily so. At least this is true when the phrase originated.
