The dictionary definition is correct: if you blurt something out, you say something without thinking, and then probably wish that you hadn't said it. For example, by blurting something out, you might accidentally give away a secret or say something tactless which you immediately regret.
'Blurt out' makes no sense in the context of a playlist in a cafe. The correct expression is BLARING out, not 'blurting'.
