What does this traffic sign mean in Britain: No Hard Shoulder! This is one of the traffic signs in Britain. Can you explain what does it mean?

Hard shoulder ( in US : shoulder) is the area at the side of the road where you are allowed to stop if you have a problem (for example your car breaks down). The sign says that this road doesn't have a shoulder and you can't stop at the side.
