You can say, "I want to make a lot of friends" if you are making a general statement. You should say, "I want to be friends" if you are talking with someone you want to be your friend. If you say, "I want to do friends" it means... you want to have sex with your friends.

It is correct to say "make friends" or "be friends" (as kecarr said above). To "do friends" has a different meaning that you probably don't want to say.

It would be best to say "Let's be friends!" So the basic phrase would be to be friends. Hope this was helpful!

Although there are exceptions, the difference between 'to do' and 'to make' is that 'do' is used more for actions, tasks and activities whilst 'make' is used for construction, building or creating. The action of making friends creates something that lasts (hopefully!) so we use 'to make friends',not 'to do friends'.
