I am gonig to stick my neck out and say this first step is actually not the most appropriate way of fully interacting in a second language. It is the easiest way but perhaps not the most appropriate way for many people. On many people's profiles, you can see that they have learnt a second language over the years and have a considerable base in that second language. There is a big leap in taking that knowledge to talking with a native speaker. Why? Because if you cannot understand the person in front of you, you quickly hit a roadblock.
For example, you start talking and feel pleased about using a language. Then you realise you don't understand the answers and the conversation suddenly goes flat and you get frustrated with yourself. It's because you don't have the listening skills, you cannot even make an attempt to speak the most appropriate sentence in reply. You may know how to speak many sentences, but which one is appropriate. You only know by having trained listening skills. Are reading and writing essential requirements for listening skills? Very helpful but it's easy to overdo as evidenced by the many people who can read and write in another language quite adequately but have difficulty communicating in real life situations.
