There's a double meaning - urbandictionary only gives you the vulgar meaning. The other meaning is an analogy of riding a horse as fast as possible: the rider whips and beats the horse, so the horse is ridden hard. So yes, it means Edie plans to make the plumber (arh, there's another innuendo!) work hard, as well as have sex with him. A lot of Desperate Housewives dialogue drips with double entendre.
