Is there school tomorrow?" and "there is school tomorrow" are both possible but 1st is grammatically correct

Altini is right. In English, a question usually starts with either a verb or an adverb. So you would say "John is here" as a normal sentence, but as a question you would say "Is John here?" or "Why is John here?"
