the difference between "in regard to", "in regards to" and "with regard to" 1. "in regard to "or "in regards to" ? which one is right ? 2. Is there any difference between the "in regard(or regards) to" and "with regard to"

There isn't any difference between "in regard to" and "with regard to". And in the light of what my English dictionary showed,"in regard to" is right. "In regards to" is never used. But, "regards" (pl) is often used in the end of letters , it aims to send the writer's respect to the receiver.

My online dictionary of choice seems to prefer "in regard to". It doesn't list "in regards to", though I think you will hear both. http://www.merriam-webster.com/dictionary/in%20regard%20to All three phrases are equivalent. There is no difference in meaning.
