Hi Elena - firstly, it is 'whether', not 'weather'. Secondly, it is difficult to answer this with no context. In a discussion we might say, 'and now we turn to the question of...', meaning lets now discuss that issue. We also 'address the question' which has two meanings - if we just address it, it means we discuss/answer it. But we also say 'he addressed the question to the suspect', meaning he asked the question of that person. To bring up a question is to raise something for discussion for the first time. I can't think of 'take up the question' as a particularly natural expression (at least for me), but without context it is hard to say. Perhaps the nearest might be 'and now we turn to the question of.... I hope that was helpful.
