"That's what you deserve" refers to something good or bad or both? "That's what you deserve." Does this sentence only refer to something bad? Can it be something good? If not, then what can be said instead when you congratulate on the recognition / award someone gets?

deserve depends on the context and the way you phrase it. The one you mention above is kind of neutral and maybe a bit negative. For a bit more clarity: You deserve it = positive You get what you deserve = negative

"That's what you deserve" seems a bit more negative. To use it in a more positive way, we say "You deserve it". "You've worked so hard, you deserve a vacation. " You owe it to yourself.
