what does "under-covered" mean?
My stepsister was a sexy, zaftig motormouth who made me feel like an awkward breadstick. She was sprawled out in cutoff sweats and a tank top, always a little under-covered even at home.
What does "under-covered" mean here? Thanks in advance.

It means that she doesn't wear a lot of clothes to cover herself.

It is not a great phrase to be honest. I would never use it. But, it means not wearing many clothes.

Quite honestly, I'm shocked that you didn't ask what 'zaftig' means. It's a rare word to see. I haven't seen it in many, many years.
