"In that time" vs. "At that time"?

In what context? I told her to arrive at 9am. At that time we will discuss ... You have 5 days left to make your decision. I hope that in that time you can do so. <At> is a certain point in time, a destination, or other fixed point. <In> is within, between, or inside something. Therefore <at> would be a certain point in time. And <in> would be between two endpoints of time.
