"Yes, he does". If you want to give a short simple answer, you have to respect the sentence structure of the question. Q: Does he...? A: Yes, he does/No, he doesn't. Replying "Yes, he has." can be confusing. The only way it can make sense to reply with "Yes, he has" is if you specify what he has. Q: Does he have a good job? A: Yes, he has a good job. (Correct) NOT A: Yes, he has. (incorrect and confusing)
