'To be' is the infinitive form and is used a) after certain verbs, b) after adjectives, c) after adjective and enough. a) She needs to be on time. b) I am happy to be here. c) She is beautiful enough to be a model. 'Being' is both the present participle and the gerund form of the verb. Present participle is used after the auxiliary in the continuous tenses. She is being very good (now). She is always being difficult (this is usually used to describe negative habits!) Gerund is used a) as a subject or object. b) after prepostions. c) after certain verbs. a)Being deceived can make someone feel angry. b) I'm tired of being his friend. c) I love being on holiday.

Be: Be is a linking verb, it links a subject and the thing connected to the subject. examples: Sarah want to be a doctor when she grows up. (Sarah is the subject and doctor is what is being connected to Sarah) Being: Being is mostly used as a present tense examples of sentences with being: Lany's little boy is a rude being. (not exactly present...) Being human is not as good as being divine. She is being mean to me. (present tense) I hope this helps.
